I believe the actor getting paddled in William Tracy (sometime spelt Tracey) who plays Cadet Bottome. The reason for this assumption is that there is evidence online that the character of Bottome is the one who got paddled (hazed) in the stage play of Brother Rat on Broadway. The role in the stage play was played by Ezra Stone.
