Officer Palmer seems to be enforcing his own version of an ASBO. Going by the second picture it doesn’t seem to be completely effective as the grafitti artist still hasn’t learnt his lesson. Perhaps it just needs a few more spankings for the message to get from his bottom to his brain but in the meanwhile we can enjoy the view.
